1. What is a paper cut effect

It looks like a paper cut out, but it's done digitally from start to finish. ... A paper cut out effect tries to achieve the look of several superimposed layers of paper to create depth in a design. Cutting paper has proven to be a highly versatile technique in advertising, pop-up

Section 1: What is the paper cut effect

If you have looked at a profile picture of somebody and have tried to identify what's holding the picture together (the hair, the background, the face) you'll have noticed the large, thick center area where it's very hard to make out where the layers start and stop. This area is called the "foreground". Now, since people's faces have a finite number of hairs all of them are mapped out in an almost round shape within a circle (don't worry there's a detailed tutorial on how to calculate that here).

If you see someone's profile and are asked to pick a member of the party, the "outer" and the "inner" boundaries (or sides) become very blurred because you are only seeing a single picture where the surface is actually covered by a single "sub-surface".

Again, I have something to say about the origin of the technique (watch this video on how we decide what to do on the Instagram feed). And a suggestion (which might work). But these are two totally separate subjects.

The first thing to do is decide what you want your paper cut effect to look like. On the Instagram feed, we can give it different looks using different filters, but in a design, we want one consistent look.
